PENGAWASAN IMPLEMENTASI DANA DESA DI KABUPATEN SERDANG BEDAGAI, PROVINSI SUMATERA UTARA
Abstract
Penggunaan dana desa masih mengalami masalah, terdapat dua ratus Kepala Desa terkena operasi tangkap tangan. Atas dasar permasalahan tersebut maka penelitian ini bertujuan untuk mengetahui sampai sejauh mana pembinaan dan pengawasan Pemerintah Kabupaten Serdang Bedagai Provinsi Sumatera Utara dalam pelaksanaan dana desa. Dengan metode penelitian deskriptif dan pendekatan kualitatif, serta teknik pengambilan data, wawancara, kuisioner dan studi pustaka, selanjutnya hasil data dianalisis secara deskriptif kualitatif, teknik pengambilan sampel didasarkan pada studi kasus, informan dipilih berdasarkan purposive sampling, dan hasilnya bahwa dalam Pemenuhan persyaratan pemerintah daerah dalam penetapan peraturan daerah tentang jumlah desa dan rinciannya membutuhkan waktu lama sehingga waktu pencairan tahap pertama menjadi mundur, minimnya pendamping desa dan tenaga ahli pada bidang IT, dan konstruksi gedung, jembatan, Peraturan bersama belum berjalan efektif, masing-masing kelembagaan dalam melaksanakan pengawasan berjalan sendiri-sendiri, Pemerintah provinsi tidak mengetahui aliran dana desa, Peran APIP kabupaten cukup optimal, Program Padat Karya Tunai belum dapat dilaksanakan oleh pemerintah desa.

Abstract
The use of village funds is still experiencing problems, there were 200 villages affected by the sting operations by the law enforcement, on the basis of these problems. This study aims to determine the extent of the supervision of the Regional Government of Serdang Bedagai in North Sumatra for the implementation of the funds allocated for the villages. This study uses a descriptive qualitative approach with purposive sampling method and using interviews, questionnaires, literature and case studies for the data collection method. The result shows that the stipulation of regional regulations regarding the number of villages and the details required a lenghty of time, resulted in the delay for the fund disbursement, the lack of village assistants and experts in the field of IT, and construction of buildings, bridges. The joint regulations had not been proven effective so far, each institution responsible to carry out supervision runs on its own, the provincial government does not know the flow of village funds, the role of the district APIP is quite optimal, the Cash Employment Solid Program cannot be implemented by the village government.
