Abstract

Kesejahteraan sosial masyarakat berbanding lurus dengan kualitas program perlindungan sosial. Kualitas tersebut dipengaruhi oleh pendekatan yang digunakan dalam menyusun sebuah program. Tujuan penelitian ini adalah untuk melakukan analisis terhadap program perlindungan sosial di Kabupaten Brebes khususnya program yang berasal dari Pemerintah Pusat. Penelitian ini menggunakan metode Systematic Literature Review (SLR). Analisis kebijakan dilakukan dengan pendekatan berbasis nilai. Pengumpulan data dilakukan melalui studi dokumentasi 27 artikel internasional terindeks Scopus dan sumber data lain yang berkaitan dengan topik penelitian. Hasil penelitian menunjukkan bahwa belum optimalnya masyarakat yang mendapatkan program perlindungan sosial. Hal itu disebabkan masih adanya ketimpangan pemahaman dalam proses pengusulan data calon penerima manfaat di tingkat desa. Rekomendasi yang dapat diberikan kepada Pemerintah Kabupaten Brebes yaitu penguatan pada nilai efisiensi yang terpinggirkan melalui redistribusi program agar aksesibilitas pemenuhan kebutuhan masyarakat menjadi optimal.
