Evaluasi Profil Desa Di Tiga Desa Provinsi Jawa Barat

Abstract

Since the Regulation of the Minister of Home Affairs Number 12 of 2007 on Guidelines for the Preparation and Utilization of Village Profile Data runs for 10 (ten) Years but the results achieved in the completion of attachments 1, 2 and 3 data Village Village Profile (prodeskel) through the website of the Ministry of Interior 2018/2017 is still low around 55.14%, on the basis of these problems so this study aims to determine the factors-fator causes low level of filling village profile, with the aim of the research then descriptive research method with qualitative approach, as well as data retrieval techniques through interview , quesioner and literature study, then the results of the data are analyzed descriptively qualitative, the sampling technique is based on case study on the uniqueness of the area and the level of filling the village profile through the website with 3 (three) criteria ie the lowest, medium and high, informant of study location determined as a source of information that is each 1 Working Group in West Java, Bandung Regency and also 3 Informant Pokja and village secretary, from the informant found the result that commitment of head of village not yet optimal, Human Resources handling village profile still less, Infrastructure Facility the number of questions and techniques of analyzing the data is still long. From the findings it can be concluded that the village apparatus has not yet committed to making the Working Group (Pokja), the village profile manager is still limited, the reach of the internet is still difficult to access, specifically for the filling of village profiles, there are still some repeated questions, the calculation of village analysis techniques has not included elements of facts in the field.

Sejak Peraturan Menteri Dalam Negeri Nomor 12 Tahun 2007 Tentang Pedoman Penyusunan Dan
Pendayagunaan Data Profil Desa/Kelurahan berjalan selama 10 (sepuluh) Tahun namun hasil yang dicapaian
dalam pengisian lampiran 1, 2 dan 3 data Profil Desa Kelurahan (prodeskel) melalui website Kementerian
Dalam Negeri 2018/2017 masih rendah yaitu sekitar 55,14%, atas dasar permasalahan tersebut maka
penelitian ini bertujuan untuk mengetahui faktor-fator penyebab rendahnya tingkat pengisian profil desa,
dengan tujuan penelitian itu maka metode penelitian deskriptif dengan pendekatan kualitatif, serta teknik
pengambilan data melalui wawancara, quesioner dan studi pustaka, selanjutnya hasil data dianalisis secara
deskriptif kualitatif, teknik pengambilan sampel didasarkan pada studi kasus pada daerah yang memiliki
keunikkan dan tingkat pengisian profil desa melalui website dengan 3 (tiga) kriteria yaitu terendah, sedang
dan tinggi, dengan demikian maka pemilihan informan lokasi penelitian ditentukan sebagai sumber
informasi yaitu masing-masing 1 informan Pokja di Provinsi Jawa Barat, Kabupaten Bandung dan serta 3
informan Pokja dan sekretaris desa, dari informan tersebut ditemukan hasilnya bahwa komitmen kepala desa
belum optimal, Sumber Daya Manusia yang menangani profil desa masih kurang, Sarana Prasarana belum
memadai, serta banyaknya jumlah pertanyaan dan teknik menganalisa data masih panjang, dari temuan
tersebut dapat disimpulkan bahwa perangkat desa belum berkomitmen membuat Tim Kelompok Kerja
(Pokja), petugas pengelola profil desa masih terbatas, jangkauan internet masih sulit diakses, belum ada
petugas dan komputer secara khusus untuk pengisian profil desa, masih terdapat beberapa pertanyaan yang
berulang ulang, perhitungan teknik analisis desa belum memasukan unsur fakta di lapangan.
