Hirarki Wilayah Berdasarkan Fasilitas Pelayanan Di Kabupaten Banjar
Abstract
Regional development is directed as a solution disparities as a result of inequality in development. Optimizing service facilities is an effort to overcome inequality in development by determining the regional hierarchy. The purpose of this research is to determine the regional hierarchy in 19 districts in Banjar regency based on social and economic service facilities owned. This research uses a descriptive method with a quantitative approach based on a scalogram analysis. The results showed the highest index or hierarchy I was found in one district only, Martapura District with an index 0f 83.09, while 18 other districts were in the hierarchy III with the lowest index of 0.00, is Paramasan District. Policy recommendations by preparing regional development plans that are more focused on meeting service facilities in the third hierarchy.
Abstrak
Pengembangan wilayah diarahkan sebagai solusi dari ketimpangan antar wilayah sebagai akibat dari ketidakmerataan pembangunan. Melakukan pengoptimalan fasilitas pelayanan merupakan salah satu upaya mengatasi ketidakmerataan pembangunan tersebut dengan menentukan hirarki wilayah. Tujuan dari penelitian ini, yaitu menentukan hirarki wilayah pada 19 kecamatan di Kabupaten Banjar berdasarkan fasilitas pelayanan sosial dan ekonomi yang dimiliki. Penelitian ini menggunakan metode deskriptif dengan pendekatan kuantitatif berdasarkan analisis skalogram. Hasil penelitian menunjukkan indeks tertinggi atau hirarki I terdapat pada satu kecamatan saja yaitu Kecamatan Martapura dengan indeks 83,09, sedangkan 18 kecamatan lainnya berada pada hirarki III dengan indeks terendah 0,00 yaitu Kecamatan Paramasan. Rekomendasi kebijakan dengan menyusun perencanaan pembangunan wilayah yang lebih fokus pada pemenuhan fasilitas pelayanan di kecamatan dengan hirarki III.
