ANALISIS POTENSI PEMBENTUKAN BADAN USAHA MILIK DESA (BUMDes) BERBASIS KEARIFAN LOKAL DI DESA HIYUNG KABUPATEN TAPIN
Abstract
Tapin Regency has 126 villages with 23 registered BUMDes that are still active as of December 2018. The establishment of BUMDes generally has a function to improve the village economy and the welfare of local communities. Based on Permendes & PDTT No. 4 Tahun 2015, BUMDes as a business unit must make a contribution to increase and / or create employment that can absorb local workers. Therefore, business units run by BUMDes must be based on the potential of the village. Hiyung Village, located in Tapin Tengah District, has a unique natural resource and has a high economic value, namely cabai hiyung. Cabai hiyung is the hottest chili in Indonesia and only planted in Hiyung Village. Cabai hiyung products (fresh and processed) are managed by Farmer Group of Hiyung Village, and does not yet have a BUMDes. This study aims to analyze the potential of BUMDes in Hiyung Village if the main business unit is product of cabai hiyung. This study uses a qualitative research. The data is analyzed using the SWOT method to formulate the strategy for establishing BUMDes in Hiyung Village. Based on the results of analysis, the strategy that must be carried out to develop BUMDes is conducting partnerships with the private sector, diversifying business according to community need, mentoring experts, and BUMDes socialization to the community.

Kabupaten Tapin memiliki 126 desa dengan 23 BUMDes terdaftar yang masih aktif per Desember 2018. Pendirian BUMDes umumnya bertujuan untuk meningkatkan perekonomian desa dan kesejahteraan masyarakat desa. Berdasarkan Permendes & PDTT No. 4 Tahun 2015, BUMDes sebagai unit usaha harus berkontribusi dalam meningkatkan dan/atau menciptakan lapangan kerja yang dapat menyerap tenaga kerja lokal. Oleh karena itu unit usaha yang dijalankan BUMDes harus berdasarkan potensi yang dimiliki desa. Desa Hiyung yang terletak di Kecamatan Tapin Tengah memiliki kearifan lokal alam yang unik dan memiliki nilai ekonomi tinggi, yaitu cabai hiyung. Cabai hiyung merupakan cabai terpedas di Indonesia dan hanya ditanam di Desa Hiyung. Pengolahan cabai hiyung dalam bentuk segar maupun olahan selama ini dikelola oleh Kelompok Tani Desa Hiyung, dan belum memiliki BUMDes. Penelitian ini bertujuan untuk menganalisis potensi BUMDes di Desa Hiyung jika unit usaha utamanya adalah produk cabai hiyung. Penelitian ini bersifat kualitatif, data dianalisis menggunakan metode SWOT untuk merumuskan strategi pembentukan BUMDes. Hasil penelitian menunjukkan bahwa strategi yang perlu dilakukan dalam rangka pembentukan BUMDes di Desa Hiyung adalah melakukan kemitraan dengan pihak swasta, diversifikasi usaha sesuai kebutuhan masyarakat, pendampingan tenaga ahli, dan sosialissi BUMDes kepada masyarakat.
